one problem is managerial laziness and inemptness. Clerks used to have
different rate depending on shift, days off, and work. Unfortunately
the union often gave senior clerks the opportunity to work DAYS,
weekends off, AND top pay. But some jobs were set up that you might get
best hours, OR pay, or days off, but not all 3. Some dispatcher jobs had
a "bunny hop" where a all 3rd shift would rotate 5 jobs, thus
eliminating the relief shift that included working ALL 3 shifts. Train
schedules similar concept. True precision RR  ing is supposed to do
that. It takes REAL WORK to accomplish that, and this and predecessor
firms cannot do anything on schedule. It is so much easier to call an
extra, abolish a train, do everything spur of the moment, and blame
"attendance problems", not screw ups, engine failures, excessive and
unskilled management, etc.
