Just remember one thing before you set yourself up with a possible
charge of insubordination charges. There is a good faith challenge
policy. If the incident at hand is not listed as one of the acceptable
challenges you won't have a leg to stand on if your pulled out of
service until an investigation is done as to why you refused the
supervisors order. The previous poster was correct. Take the issue to
the operating rules department.  Let them handle the issue. If they
instruct you to follow the bulletin and it is not given to you in
writing or via email that provides you with proof that could be a
problem. Ask for a confirmation email.
