The way I understood it the original RR argument was that FRA took care
of ALL safety related issues, and OSHA was excluded. NOW I understand
that if FRA acts on a safety issue OSHA stays out, but if no FRA input
it belongs to OSHA. So if FRA issue track safety standards it belongs
to them, if the diesel shop has fumes it probably belongs to OSHA.
