Hey Slack:

If the crew wanted to stop they "should" ask permission from the
Dispatcher. Likewise, if the train went into emergency, the Dispatcher
would be notified.

Lacking any communication between the train and Dispatcher there is an
episode right out of the "Twilight Zone"!
