Rule changes:  
Read an article that described how Harrison watched yard crews & timed
them.  Maybe he wondered why assembling, building & switching trains (&
other things) took so long.
Shutting down humps: 
No doubt these are expensive things to maintain & operate.  
However, flat switching consumes more time,  AND somebody, somewhere,
will have to perform the majority of the car sorting work & it won't
be done for free.  Guess we'll see how it goes.
